Implementation of the National SAR performed in accordance with international laws and regulations as follows:

2. UNCLOS-82 which was ratified by Law no. 17th, 1985, Indonesia received and recognized as an island nation that has the inland sea, but Indonesia must provide international sea lane.

Duties, Functions and Target Basarnas
A. MAIN TASKS
In Regulation of the Minister of Transportation No. KM.43Tahun 2005 on the organization and working procedures of the Department of Transportation, the National SAR Agency has the principal task of conducting training, coordinating and controlling the potential of Search and Rescue (SAR) in SAR activities of people and materials are missing or feared missing, or face danger in the shipping and or flight, and to provide rescue assistance in disaster relief and other disaster SAR in accordance with national and international regulations.
B. FUNCTION
In carrying out basic tasks mentioned above, the functions of the National SAR Agency:
1.
Formulating technical policy in the field of establishment of the SAR and development potential of SAR operations;
2.
Implementation of development programs and the potential of SAR SAR operations;
3.
The implementation of early action;
4.
Provision of rescue assistance in disasters and other calamities;
5.
Coordination and control of SAR operations base of potential SAR held by agencies and other organizations;
6.
Implementation relations and cooperation in the field of SAR Balk at home and abroad;
7.
Evaluation of implementation of coaching potential of SAR and SAR operations
8.
Administrative work in the National SAR Agency environment.
C. Basarnas DEVELOPMENT GOALS
In order to realize the vision and mission Basarnas, necessary to implement the following strategies:

Making Basarnas as a leader in conducting SAR operations in shipping and aviation disasters, disasters and other calamities;

Establishment of institution that can handle the initial education and upgrading education in environmental Basarnas
3.
Develop regulations that are able to mobilize the potential of SAR through coordination mechanisms that obeyed by all potential SAR;
4.
Implementing human resource development through the SAR pattern of targeted human resource development and continues to be formed SAR personnel professional.
5.
Implement fulfillment facilities / infrastructure and equipment for the SAR is gradually beginning to make SAR operations follow an independent, fast, accurate, and reliable in accordance with national and international.
6.
Implement education and training through education SAR in accordance with the needs of the environment Basarnas.

Creation of the system of socialization and education to the public on the administration of rescue operation
8.

History of the National SAR
The birth of the SAR organization in Indonesia that currently named Basarnas begins with the mention of "Black Area" for a country that does not have a SAR organization.Armed with independence, then in 1950 Indonesia was a member of the international aviation organization ICAO (International Civil Aviation Organization). Since then Indonesia is expected to deal with aviation and shipping disasters that occurred in Indonesia.As a logical consequence of the inclusion of Indonesia became a member of ICAO, the government issued Government Regulation No. 5 of 1955 on Stipulation of the Board of Aviation to form the SAR committee. Technical committee has a fundamental duty to form a Joint Agency SAR, determine regional centers as well as financing and material budget.As an independent country, in 1959 Indonesia became a member of the International Maritime Organization (IMO). With the inclusion of Indonesia as a member of ICAO and IMO, the duties and responsibilities of the SAR is addressed. As a big country and with the high spirit of mutual assistance, the Indonesian people want to realize the hope of the world that is capable of handling international flights and shipping disasters.From the above experiences, it is thought that there should be a national rescue organization that coordinates all SAR activities under a single command. To anticipate the tasks of the SAR, then in 1968 established the Ministry of Communications Decree No. T.20/I/2-4 regarding the enactment of the Local SAR Team Jakarta that its formation submitted to the Directorate of Civil Aviation. The team is what eventually became the embryo of the National SAR organization in Indonesia which was formed later.In 1968 also, there are South East Asia Project Coordinating Committee on Transport and Communications, of which Indonesia is an umbrella project (Umbrella Project) to Southeast Asian countries. The project was handled by the U.S. Coast Guard (United States National SAR), in order to obtain the data necessary to plan the development and improvement of the SAR organization in Indonesia.The conclusion of the team are:
1. It should be an agreement between the departments that have the facilities and equipment;
2. There should be a fast and precise relationship between the centers of coordination with the central facility for SAR;
3. Traffic control aviation and shipping need to be given additional education SAR;
4. Radio navigational aid that is important is expected to cruise continuously.
In the survey activities, U.S. Coast Guard team was accompanied by officials - civilian and military officials from Indonesia, the Indonesian team to make the conclusion that:
1. Government agencies both civilian and military already has elements that can help rescue activities, but needed a place to gather these elements in a SAR system is good. Agencies are also already has a potential to the device and adequate communication network for SAR activities, but required the utilization of the network settings.
2. Personnel of agencies has the potential to SAR in general do not have the ability and skills specific SAR, so that the necessary coaching and training.
SAR has the potential agency-owned equipment is not for the purposes of SAR, although it can be used in emergencies, but required the standardization of equipment.The survey results finally poured on the "Preliminary Recommendation" that contains suggestions to be implemented by the Indonesian government to create a rescue organization in Indonesia.DEVELOPMENT ORGANIZATION BasarnasBased on these survey results determined the Presidential Decree No. 11 of 1972 dated February 28, 1972 concerning the establishment of SAR Agency of Indonesia (Basari). The composition of Basari organization consists of:

3. Rescue Coordination Centres (PKR)
4. Rescue Coordination Sub-sub (SKR)

Pusarnas is a unit that is responsible as executor Basari operational SAR activities in Indonesia. Even with limited personnel and equipment, air disaster response activities and cruises have been conducted with satisfactory results, including Boeing 727-PANAM 1974 in Bali and Sulawesi Twinotter aircraft operation known as operation Tinombala.Pusarnas slowly evolving under the leadership of (late) Marsma S. Dono Indarto. In order to develop this in 1975 officially became a member Pusarnas Nasar (National Association of SAR) based in the United States, so Pusarnas officially been involved in SAR activities internationally. The next year Pusarnas participate in working groups that conduct research on the use of satellites for humanitarian purposes (Working Group On satelitte Aided SAR) of the International Aeronautical Federation.Along with these Pusarnas development, initiated cooperation with neighboring countries namely Singapore, Malaysia, and Australia.To further streamline the activities of the SAR, then in 1978 the Minister of Transportation and on behalf of the Chairman Basari issued Decision No. 5/K.104/Pb-78 on appointment as Chairman of the Head Pusarnas Basari on SAR operations in the field. As for the handling of SAR in the area of Communications Minister issued Instruction IM 4/KP/Phb-78 to form the Task Force in the TRC SAR (Rescue Coordination Office).For the efficient implementation of the SAR task in Indonesia, in 1979 through Presidential Decree No. 47 of 1979, which was originally Pusarnas under Basari, incorporated into the organizational structure of the Ministry of Transportation and its name was changed to the National SAR Agency (Basarnas).With Pusarnas transformed into Basarnas, Head Pusarnas originally esselon II became head of Basarnas esselon I. Similarly, improved organizational structure and Kabasarnas esselon officials supervising 3 II. In the development outgoing Minister of Communications Decree No. 80 of 1998 on the Organization of Work Order Basarnas, the contents of the official one in Basarnas esselon II, namely:

The existence of the SAR organization will provide a sense of security in aviation and shipping. In line with the development of transportation modes and the advancement of science and technology in the field of transport, the mobility of people and goods from one place to another national or international in scope having a high risk to the possibility of accidents that befall users of transport services by land, sea and air. International aviation and shipping passing through the territory of Indonesia need a guarantee availability if the unfortunate operation of the SAR in the territory of Indonesia. Without it, Indonesia would be categorized as a "black area" for the aviation and shipping. Status of "black areas" can negatively affect the economic and political relations Indonesia internationally. Related to the issue, the National SAR Agency as official government agencies responsible for SAR participated in the field has a great share in maintaining the image of Indonesia as a safe area for aviation and shipping. With a good image of the expected transport flows will can work smoothly and in turn will enhance the national economy of Indonesia.With the increasing demands of society regarding the SAR services and the changing circumstances in Indonesia and to continue to follow the development of science and technology, then the SAR organization in Indonesia continues to experience an adjustment from time to time. SAR Organisation in Indonesia is currently regulated by Regulation of the Minister of Transportation No. KM 43 Year 2005 on the Organization and Management of the Ministry of Communications and Transport Decree No. KM 79 Year 2002 concerning Organization and Administration of the Office of the SAR. In order to continue to improve SAR services to the community, the government has set the Government Regulation no. 36 of 2006 on the Search and Relief, which provides that implementation of the SAR (which includes the efforts and activities seek, help, and save human lives lost or in danger in a shipping accident, and / or aviation, or disaster or other calamity) which is coordinated by Basarnas is under and responsible directly to the President. Follow up tsb Government Regulation, Basarnas is currently trying to develop the organization as a non-departmental government agencies as an effort to organize the implementation of the SAR that are effective, efficient, fast, reliable, and secure.Based on the studies and institutional analysis, in accordance with the development and greater job demands, in 2007 made changes to the Institutional and Organizational Basarnas a non-departmental government agencies (Officials), which formally regulated by Regulation of President of the Republic of Indonesia Number 99 Year 2007 regarding State SAR National. For Officials, Basarnas under and directly responsible to the President.In these developments are, in accordance with Government Regulation No. 39 of 2009, as LPND changed to Ministry of Non-Government Institutions (LPNK), so that any changes to Basarnas Basarnas (LPNK).As LPNK, Basarnas gradually break away from the structure of the Ministry of Transportation. But until the year 2009, administrative guidance and technical reporting is still through the Ministry of Transportation.
